The first 10 amendments to the Constitution, known as the Bill of Rights, guarantee essential rights and civil liberties, such as the right to free speech, the right to bear arms, and the right to a fair trial, as well as protecting the role of the states in American government.
Today's authoritarians are eager to flex their sovereign muscles, especially in suppressing dissent at home and criticism from abroad, but they don't like the second half of the equation—the notion that their authority derives, ultimately, from the "unalienable rights" of their citizens.

The term, “citizen” is related to the Latin term, civitas, meaning “city,” and referred to in early times to an inhabitant of a city. In modern times it denotes a legally recognized member of a
state who is entitled to certain rights and bears certain responsibilities.
